The rewrite isn’t cosmetic: it touches the DeFi oversight framework, credit union treatment, and adds new prediction-market provisions, on top of a fresh fight over a “vertical integration” restriction that Senate Democrats are pushing and Senate Banking Republicans are resisting.

This is the first time this blog has seen Republican senators themselves, on the record or on background, concede the odds rather than just industry lobbyists and prediction markets.

Bessent’s Unusually Blunt Public Push

Against that backdrop, Treasury Secretary Scott Bessent made an unusually direct public intervention this week, warning the Senate that failing to pass Clarity Act risks sending a “troubling signal” to both US allies and adversaries about America’s seriousness on digital-asset policy — reported by TradingView and Yahoo Finance on Sept 9–10. Coming from the Treasury Secretary rather than industry lobbyists, this is a step up in White House pressure from the “silence” this blog flagged as an odds-killer back on Aug 5. Coinbase CEO Brian Armstrong, meanwhile, has been hedging the industry’s own message: CoinDesk quotes him saying “crypto wins regardless of Clarity Act vote,” arguing SEC/CFTC rulemaking can carry the ball even if the bill stalls — a sign the industry itself is bracing for a no.

Nothing here overturns the structural read from Sept 3: the House calendar still closes the door on 2026 enactment even in an optimistic Senate scenario, and that hasn’t moved. What’s new is that the bill’s actual mechanics changed five days before the vote that’s supposed to decide its fate — a rewrite this large, this close to a cloture vote, is itself a signal that Republicans are still trying to buy votes with substance (DeFi, credit unions, prediction markets) rather than conceding the ethics fight is fatal. But the fact that GOP senators are now saying, on record, that they expect to lose next week — paired with Bessent’s public pressure campaign, which reads as a break-glass move rather than routine advocacy — tells you which side of that bet the people closest to the vote count are taking. We’d read the flat ~14% odds as the market already pricing both the rewrite and the ethics fight in: a genuinely improved bill text without a resolved ethics dispute doesn’t move probability, because the ethics dispute was never really about the text. Watch Monday for whether cloture gets anywhere near 60, and watch separately whether any Democrats who’d been persuadable on substance (DeFi, credit unions) explicitly cite the World Liberty Financial matter as their reason for voting no — that would confirm the ethics fight, not the policy substance, is now the sole variable left.
