Leadership Is Now Saying the Quiet Part
The most concrete data point: CoinDesk reported on July 24 that the Clarity Act is “expected to miss its window before Congress’ summer break, leadership says” — not outside speculation, but Senate leadership itself signaling the pre-recess vote likely won’t happen. Bloomingbit’s July 27 piece frames it as roughly two weeks left on the clock, with the ethics dispute still unresolved.
Not Everyone Is Bailing
Two counter-signals are worth tracking. Goldman Sachs’s CEO publicly pushed for advancing the bill (Politico, 2026-07-23), and Galaxy Digital’s Mike Novogratz floated a specific deal structure he thinks could get the bill to 60 votes (Yahoo Finance/TradingView, 2026-07-26). Institutional lobbying for passage hasn’t let up even as the specific ethics fix that was on the table just failed.
Why the “Temporary” Detail Matters
The substance of the rejected compromise is itself informative for anyone tracking where a future deal might land: Democrats’ objection wasn’t to the concept of restricting official crypto issuance — it was that a temporary rule, rather than a permanent one, doesn’t credibly stop a sitting president from profiting from crypto ventures during their term. Any subsequent offer that doesn’t address permanence is likely to face the same rejection. That’s a more specific, testable marker than “ethics provisions are unresolved,” which is where our prior post left it.
Investment Read
This doesn’t kill the bill, and it doesn’t change the medium-term thesis of institutionalizing digital-asset market structure. But it meaningfully lowers the odds of a floor vote landing before the August 10 recess window — the specific fix that was supposed to bridge the gap failed on contact with the people whose votes it needed. Markets that had started pricing a “deal is close” narrative off the July 21-22 headlines should unwind at least part of that optimism. Watch for whether any revised offer addresses permanence directly — that’s now the real tell, more specific than “watch for ethics text.”
