The Cleanest Recession Indicator We Have
Most economic indicators have nuance, lags, revisions, and false signals. The Sahm Rule is notable for having none of these problems to the degree that others do.
Created by Claudia Sahm (former Fed economist), the rule is simple, transparent, and has a perfect track record since 1970.
The Rule Defined
The Sahm Rule triggers when: the 3-month average unemployment rate rises 0.5 percentage points or more above its 12-month low.
Example: If the 12-month low for unemployment was 3.5%, and the current 3-month average is 4.0%, the Sahm indicator reads 0.5 — a recession is signaled.
The genius of the rule is its focus on the change in unemployment, not the level. A 4% unemployment rate is very different in a tightening labor market versus a loosening one. The 0.5% rise captures the early acceleration phase of labor market deterioration — the moment when what was a trickle becomes a trend.

Zero false positives since 1970. Every Sahm Rule trigger has been associated with a recession. The only cases of small lags (2008, 2020) involve either the worst financial crisis since 1929 or an exogenous pandemic shock.
Why It Works: The Unemployment Spiral
The mechanism is straightforward. Unemployment rises slowly at first, then accelerates:
- Companies face slowing demand → freeze hiring, eliminate open positions
- Layoffs begin in the most exposed sectors (manufacturing, retail, finance)
- Unemployed workers reduce spending → demand falls further
- More companies face falling demand → more layoffs
- The spiral is self-reinforcing
The 0.5% threshold captures step 2–3, just as the spiral is beginning to self-reinforce but before it becomes obvious in headline GDP data. NBER officially declares recessions months after they begin, based on comprehensive data revisions. The Sahm Rule identifies them in real time.
What Happens to Markets When It Triggers

The range is wide — from devastating (2008) to V-shaped recovery (2020). The COVID case was entirely driven by the unprecedented fiscal and monetary response, not the economic cycle.
The pattern: in 6 of 8 cases, the 3-month return following the trigger was negative. In 4 of 8 cases, the 12-month return was negative. A Sahm trigger does not guarantee a prolonged bear market, but it significantly raises the probability.
The 2022–2026 Context
The Sahm Rule has not yet triggered in the current cycle. Unemployment has risen from its 3.4% low (April 2023) but had not reached the 0.5% threshold to trigger the rule as of late 2025.
The threshold was: unemployment 3-month average reaching 3.9% = trigger.
What to watch:
- Monthly jobs report (Bureau of Labor Statistics, first Friday of each month)
- 3-month average unemployment rate
- Distance from the 12-month low
If the Sahm Rule triggers, it should immediately shift portfolio risk posture toward defensive — not necessarily sell everything, but reduce cyclical exposure and extend time horizons.
Claudia Sahm’s Own Caveat
The creator of the rule has noted that the 2022–2023 cycle may have structural differences from prior cycles: immigration-driven labor supply increases may cause unemployment to rise without the same level of demand destruction. She has said the rule should be used as a starting point for analysis, not a mechanical trigger.
With that caveat noted, the track record remains the best of any simple recession indicator.

0.5% 임계값은 나선이 자기 강화를 시작하지만 GDP 데이터에서 명확해지기 전의 2~3단계를 포착한다.
발동 시 시장 반응
3~6개월 수익률은 대부분의 발동 사례에서 부정적이었다. 2020년은 전례 없는 재정·통화 대응 덕분에 V자 회복의 명확한 예외였다. 샴 룰 발동이 장기 약세장을 보장하지는 않지만 그 확률을 상당히 높인다.
